The study aimed to investigate the relationship between human resource planning and admission criteria in Gaza’s higher education institutions. The study followed the descriptive-analytical approach. The study population consisted of 1527 academics in all Gaza’s higher education institutions. A three-dimensional questionnaire was designed and distributed to 320 respondents using stratified random sampling. (SPSS) and (AMOS) Statistical programs were used. Results indicated a moderate comprehensive human resource planning (55.72%), with significant differences for females, a moderate suitability of admission criteria based on societal needs (57.42%), with significant differences based on both of gender and academic rank, a moderate effect for human resources planning on admission criteria decision on (57.6%) rate. Recommendations stemming from the study include a thorough examination of the Palestinian community’s internal and external environment, integrating findings into comprehensive human resource plans. It suggests the establishment of updated databases to equip planners with necessary data and information. Further, it proposes amending higher education laws to incorporate specialized degrees for technical education with different titles from the current academic titles, and to be followed by raising the admission rates of the specialties that in demand greater than the labor market needs, and opening new pure technical specialties to meet the local and external market demands without restriction for all high school branches. The study also emphasizes the need of admission standards that not only align with local job market requirements, but also optimize human resource usage and provide competitive advantages to individuals seeking work beyond local boundaries.
